American Recovery and Reinvestment Act of 2009

There are many significant provisions to benefit renewable energy in the economic recovery legislation passed by Congress and signed into law by President Obama on February 17, 2009, including:

  • a Treasury Department grant program for renewable energy developers,
  • a long-term extension of the wind energy production tax credit,
  • an Energy Department loan guarantee program for developers and manufacturers,
  • an expansion of Energy Department research,
  • development and deployment funding, and a tax credit for advanced energy manufacturers.

 

Summaries of these and other provisions are now available:

 

AWEA is monitoring the implementation of these provisions closely. CEO Denise Bode sent a letter offering guidance on the loan guarantee program, transmission provisions and research and development provisions to Energy Secretary Steven Chu on March 20, 2009.

 

AWEA is still awaiting guidance from the Treasury Department and the Energy Department on how the programs within their jurisdictions will be implemented. For example, there is not yet a defined process for submitting applications for the Treasury Department grant program, the manufacturing credit, or the new Energy Department loan guarantee program. We will share more information on how and when to apply when the agencies make this information available.
