Key Qualifications:

Mr. Diego Fdez. de Velasco has more than 13 years of environmental consulting experience both for the public and private sectors, concentrating in environmental policy, applied economic and strategic analysis and climate change issues, especially carbon finance.

Currently working as external project manager in carbon finance for a Spanish wind energy promoter, where he is carrying out all the necessary tasks and analysis during the life cycle of its carbon assets’ development.

Before his current engagement he led the Barcelona practice of Garrigues Medio Ambiente for almost four years, where, first as Senior Associate and, lastly, as Principal, he was responsible for business development as well as team and project management, including energy and carbon finance projects. Thus, he managed several carbon finance projects for FERSA, a Spanish listed renewable developer, including CDM / JI feasibility analysis, PDD development, and training courses in technical, economic and legal aspects for mid and executive level management. He also carried out, for another client, feasibility assessments for a potential CDM project in the Republic of Macedonia and a JI project in Romania.

Prior to this he worked for almost eight years for the Sustainable Business Solutions division of PwC in Spain, both as Senior Consultant and Manager, where he was appointed the first focal point for climate change issues within its network of international experts. Furthermore, he participated in the first consulting engagements in Spain in carbon finance, developing two guides for the CDM, carrying out carbon market assessments, as well as designing the climate change strategy for companies and trade associations in different sectors (e.g. GAS NATURAL, CEPSA, ASCER).

He has attended regularly the major conferences and trade fairs in the carbon market since 2004, such as Carbon Expo, Carbon Market Insights and Expo CO₂.

Diego holds an Environmental Conservation BSc from UNH (US), an MSc in Environmental and Natural Resource Economics from UCL in London, and a full time MBA from IESE Business School.

Mr. Fernández de Velasco is a native Spaniard, fluent in English as well as French. In this sense, he has lived both in the U.S.A. and the U.K. during his last year of high school, his undergraduate and post-graduate studies (for a total of almost six years).
