Renewable energy and energy efficiency finance specialist with 19+ years' experience in the renewable energy and energy efficiency sector in the United States, Spain, Russia, Poland, Czech Republic, Slovak Republic, Estonia, Lithuania, Latvia, Spain, Argentina, Dominican Republic, Chile and Hungary.


Jose Luis was an early leader in the renewable energy and energy efficiency sector in Central and Eastern Europe, where he started up and served as Managing Director of Honeywell ESCO Polska, a subsidiary selling renewable energy and energy efficiency financial services and financing large systems and energy services projects in Poland, Hungary and Czech Republic. These services were developed in conjunction with the International Finance Corporation (IFC) and the European Bank for Reconstruction and Development (EBRD).

 

Jose Luis also led Honeywell's effort to create an Energy Performance Contracting business within the European organization, including founding several ESCOs in Central and Eastern Europe and the acquisition of an existing ESCO company in Poland.

 

These advisory services have resulted in the doubling of the project pipeline for this financial product in the region and equally doubling the emission reductions of GHGs generated by those project

 

More recently, as principal and founder of GreenMax, he has led the GreenMax Strategic Marketing Planning team to advise the International Finance Corporation (World Bank) on marketing its Commercializing Renewable Energy and Energy Efficiency Finance (CEEF) program in Central and Eastern Europe. This team has produced extensive market research to identify the most promising segments for energy finance and strategy for implementation of the program. This included the development of marketing tools for international financial institutions (IFIs), and identification of the specific renewable energy and energy efficiency market promotion needs of each country. The latest assignments have also included a study determining baseline CO2 emission reduction for several types of renewable energy and energy efficiency technologies. These advisory services have resulted in the doubling of the project pipeline for this financial product in the region and equally doubling the emission reductions of GHGs generated by those projects.


Other projects delivered for Multilateral Institutions by Jose Luis include:

  • Design of an Energy Efficiency and Renewable Energy loan guarantee program sponsored by the World Bank for the Secretaría de Energía of Argentina
  • Several Energy Projects Identification Definitional Missions for the U.S. Trade and Development Agency
  • Consulting assignments for the European Bank for Reconstruction and Development (EBRD)

 

Additionally, Jose Luis leads the international business development of Fersa Energías Renovables S.A., which since 2006 has generated and pipelined assets in: China, India, Russia, Poland, Estonia, France, Italy, Panamá and Montenegro. He serves as member of the Board of Directors of Fersa and Member of Board of Est Wind Power.

 

As a result of his vast multicultural experience across many countries, Jose Luis is able to bridge cultural differences and build goal-oriented international teams, maximizing human potential to grow top and bottom line.
